HHS Changes the Rules for COVID-19 Provider Relief Grants Again.

HHS has changed the rules for COVID-19 Provider Relief Grant funds yet again. In their most recent flip-flop, HHS is now allowing providers to keep grant funds up to the difference in their year-over-year revenue from 2019 to 2020.

Why make this change now? According to HHS:

“This decision to prohibit most providers from using PRF payments to become more profitable than they were pre-pandemic, in order to conserve resources to allocate to providers who were less profitable, has generated significant attention and opposition from many stakeholders and Members of Congress. There is consensus among stakeholders and Members of Congress who have reached out to HHS that the PRF should allow a provider to apply PRF payments against all lost revenues without limitation.”

In addition to adjusting your budgeting and forecasting, you can also apply for more Provider Relief Grant funding if you have not done so already.

Applications for the Phase 3 General Distribution of the Provider Relief Fund are now being accepted through November 6, 2020. Providers are encouraged to apply as soon as possible to expedite the calculation and distribution of payments.
